OneDrive: copy the backup file into your OneDrive folder on the old computer — it follows your login to this one.
Email: email the file to yourself as an attachment, then download it on this computer.
USB drive: copy it on, carry it over, copy it off (Desktop is fine).

You're seeing this because the training tool isn't running yet — it was opened inside SharePoint's preview or in a text viewer, which can't run it.

If you're in SharePoint's preview: use the ⬇ Download button at the top-left of the page (or the Open ▾ menu → Download).
Open the downloaded file (in your Downloads folder) by double-clicking it — it opens in Edge and starts on its own.

Tip: the easiest way to run the tool is to open ffd_local_launcher.html instead — it handles this for you.
